A discussion of the disruption of English West Indian commerce by the Guarda Costas who are depicted as uncouth, unskilled, and unprincipled men in the employ of Spanish governors who have a financial interest in the confiscation of cargos captured by the Guarda. The anonymous writer suggests, among other solutions, that the Spanish crown take over employment of the Guarda, and that agreed upon shipping lanes, free from seizure, be established.
